Riverfront Street Extension and 5th Street Widening Project
Current Project Status:
The Riverfront Street Extension project is continuing to make progress. A recap of the major items completed last month include:
- Installing drainage facilities along 5th Street and US-50 onramp,
- asphalt and pavement along portions of 5th Street, US-50 onramp, and Universal Street,
- streetlights are energized on 5th Street, sidewalk has been completed on 5th Street and Riverfront Street striping on 5th Street during stage 4 of construction.
The next stages of construction towards project completion include:
- US-50 onramp shoulder work
- Install landscaping and trees on Riverfront Street
- Constructing separated bike lanes on 5th Street and concrete barrier
- Final Paving and asphalt
- Signs and Striping

Important Information for Bikers:
Construction on the Riverfront St Extension and 5th St Widening has begun. New lane configurations and temporary striping have been installed on 5th St/S River, resulting in narrower travel lanes. The temporary configuration will be in place until approximately Fall 2023. Although there are no bike lanes in this temporary configuration due to the limited space, bikes are still allowed to travel on S River Rd/5th and “share the road” signs have been installed to alert vehicles. Additionally, an alternate bike route has been identified for the northbound and southbound directions.

Location:
The project will extend Riverfront Street (approximately 0.15 mile) south of Mill Street, underneath the US-50 Pioneer Bridge, and terminate with a cul-de-sac. The project will also include existing roadway of 5th Street between Bridge Street and 15th Street.
Background:
The Bridge District Specific Plan, formerly the Triangle Plan, was adopted in 1993 and significantly updated in 2009. The intent of the Bridge District Specific Plan is to provide a framework for the development of a well planned, waterfront orientated urban district for the City of West Sacramento. The transition from the industrial past to the vision of an urban mixed-use district is well under way.
In 2015, City staff submitted a $3.7 million request in the grant application under the Community Design program to design and build the 0.3-mile multi-modal Bridge District street extension. The proposed project included a two-lane concrete roadway, sidewalks, bike lanes, water, sewer, and sustainable storm drain underground utilities. In 2016, SACOG partially awarded $1,934,500 to the City to begin the project.
In November 2017, the City Council authorized staff to modify the footprint of the project to reduce the extension of Riverfront Street due to a variety of concerns including time
line, budget, structures demolished on the CEMEX site, and uncertainty with the location of the new Broadway Bridge landing. As part of the modification to the scope, the widening of 5th Street, including the construction of bicycle and pedestrian improvements, was added to the project. Subsequently, staff worked with SACOG to revise the project scope and secured additional Tier 2 grant funding of $1,746,500 resulting in a total grant award of $3,681,000.
Description or Scope:
The Project will extend Riverfront Street approximately 0.15 mile as a two-lane roadway with sidewalks, lighting and landscaping, from its terminus just south of Mill Street, underneath the US-50 Pioneer Bridge, and terminate with a cul-de-sac. The project will also widen 5th Street between Mill Street and 15th Street, construct a two-way bike path with sidewalk, underground overhead utilities on the east side of 5th Street, install water and sewer, lighting, and limited landscaping. 5th Street will be restriped between Bridge Street and Mill Street to include the two-way bike path. Traffic signals at the 5th Street/Bridge Street intersection and at the 5th Street/South River Road/15th Street intersection will be modified to accommodate new pedestrian crossings and the bikeway.

Schedule:
- January 2020: Completed NEPA clearance
- Early 2020 – June 2021: Obtained necessary permit agreements
- August 2021: Received approval to proceed with construction phase
- August 2021: City Council awarded a professional service contract for construction management to Ghirardelli Associates
- December 8, 2021: Project was advertised
- January 11, 2022: Advertisement closed
- February 2, 2022: City Council awarded the construction contract to Teichert Construction
- March 3, 2022: Pre-construction meeting with the City, consultants, contractors, and stakeholders
- June 2022: Provide a notice to proceed to begin construction
- June 10, 2022: Groundbreaking Ceremony Held
- June 13, 2022: Pre-construction activities began
- July 18, 2022: Construction began
- Late 2023: Anticipated end of construction

Strategic Plan Integration: The Project is consistent with a continuation of the Council adopted “West Sacramento Vision 2029 - Principles to Vibrant Neighborhood” by enhancing the following Principals: Quality Municipal Service, Quality City Infrastructure and Facilities, Inspire Community Improvements, Vibrant Neighborhoods, and Comfortable Lifestyle and Living. Extending Riverfront Street with full underground utility improvements under the US-50 Pioneer Bridge further enables economic development of the Bridge District. Widening of the eastside of 5th Street from 15th Street to Mill Street provides for an important multi-modal north-south connector for bicyclists and pedestrians in addition to autos.
